The NCER Strategic Steering Group (SSG) provide external senior input from within the sector to guide the development of NCER data systems.

The NCER Expert Reference Group (ERG) is made up of local authority representatives who work alongside our software partners, Angel Solutions. The NCER ERG act on behalf of all local authorities in England.
NCER ERG group members are involved in shaping future development priorities, testing NCER systems, compiling resources for member authorities, raising the profile of NCER amongst key stakeholders and raising member queries.

NCER has Articles of Association and is managed by a board of directors. The directors are all local authority or recently retired local authority officers. NCER has no salaried staff. It works in a commercial partnership with Angel Solutions Ltd to deliver its services.
The NCER Board of Directors is supported by the NCER Strategic Steering Group and the NCER Export Reference Group, which are made up of local authority officers.
NCER regularly consults with external organisations and agencies who have a relevant interest in the field of education, social care, special educational needs and attendance data to ensure our systems and services add maximum strategic value to the work of local authorities. We also liaise with the DfE over data access and governance issues.
